Construction Sites and Storm Water Management

The City of Sand City Municipal Code Title 13.05 Storm Water Management and State and Federal regulation require all construction site owners and/or operators to implement Best Management Practices (BMPs) to prevent pollutants generated from construction activities from leaving the site and entering the City’s storm drain system during wet or dry weather. This effort helps to protect the local waterways and the Monterey Bay National Marine Sanctuary.

Small Construction Sites

Small construction sites resulting in land disturbance of less than 1 acre are required to develop a site specific Erosion and Sediment Control Plan (ESCP) or Storm Water Pollution Prevention Plan (SWPPP) and must implement appropriate Best Management Practices (BMP) if construction activities include 1) Soil Disturbance of 500 square feet or 50 cubic yards; or 2) Site is next to water or over-water exterior work. The ESCP must accompany the building permit application for review by City staff.

Large Construction – Construction General Permit

Large construction sites resulting in land disturbance greater than 1 acre or less than 1 acre but part of a larger common plan of development must seek coverage under the Construction General Permit (CGP) http://www.swrcb.ca.gov/water_issues/programs/stormwater/constpermits.shtml prior to issuance of a local City permit for construction activity. The CGP is regulated by the State Water Resources Control Board (SWRCB) http://www.swrcb.ca.gov/water_issues/programs/ciwqs/who_is_regulated.shtml

Project subject to the CGP will require the preparation of a Storm Water Pollution Prevention Plan (SWPPP) to be submitted to the SWRCB and the City’s Engineering and Public Works Department for review prior to permit issuance. Any construction project subject to the CGP must demonstrate coverage under the CGP in order to obtain a building permit.

Construction Site Inspections

The City of Sand City contracts with the City of Monterey Building Department for all building permit inspections. City of Monterey Building Department Inspectors and/or the City Engineer perform all construction site storm water inspections. The City utilizes inspection forms developed and adopted by the Monterey Regional Storm Water Management Program. Two separate inspections forms are utilized based on the size of the construction site. Sample inspection forms are provided below for owner and contractor review:
