The Finance Department’s goals are:

The Finance Department is responsible for the overall management and supervision of the accounting department. This department is also responsible for the purchasing functions which includes the processing of all City purchase orders, and developemnt and maintenenace of purchasing policies and procedures.
In addition, the Budget function falls under the finance department. thsi includes the coordination of the budget process, budget control and compliance, developing budget reports and procedures. Accounting staff members are often requested to produce statistical information, analyse past operations, and estimate the cost of future endeavors.
The Finance Department includes all the functions related to accounting; including expenditures, revenues and other transactions in accordance with Generally Accepted Accounting Principals in a timely and accurate manner of all salaries and benefits to City employees and Council Members as well as maintainng accurate records of all benefits and accruals. Staff also coordinates and ensures that all payroll taxes are paid, and follows up with all employees benefits plans.
The Finance Department serves as the Revenue department also. It is responsible for the receipt and accounting of all monies received by the City. This department oversees the bank reconciliation, the investment of excess funds in an equitable and safe way, along with the availbility of funds when needed.
This department oversees the administration of the business license ordinance on all businesses doing business within the City. Staff maintains the individual business information on each business, audits the payments and annually coordinates the license renewal process.
After coordination of all teh accounting , budgeting, payroll, business licensing and financial reporting, the department serves as the audit liaison for all financial, compliance, and grant related audits.

Financial Benefits of Redevelopment
In 1987, the Sand City Redevelopment Agency was formed with the purpose of converting economically challenged areas into viable and active districts. The first significant project was the Sand Dollar Shopping Center constructed in 1989 and 1990. This retail center generates revenue that is shared by agreement with the City of Seaside.
In 1996, the Edgewater Center was completed. Sales tax revenues from both these projects are now and will continue to provide revenue for investment in Sand City’s future, while continuing to provide a share of the revenues with the City of Seaside. These revenues for Sand City, in combination with grants and loans, have resulted in the completion of those projects identified in the FY 2009-2010 Budget Amendment #1.
