In 2011, the State legislature passed and Governor Brown signed Assembly Bill X1 26, dissolving redevelopment agencies throughout the State of California. The California Supreme Court upheld the legislation and set a dissolution date of February 1, 2012 when all redevelopment agency activities would be suspended. Assembly Bill X1 26 established Successor Agencies and Oversight Boards for the purpose of winding down the affairs of a dissolved redevelopment agency.
Although State law dissolved redevelopment agencies effective February 1, 2012, certain documents must continue to be provided on a city's website for past activities of its agency. MONTEREY COUNTY CONSOLIDATED OVERSIGHT BOARD |
Pursuant the Health and Safety Code Section 34179(j) on July 1, 2018, the Monterey County Consolidated Oversight Board ("Oversight Board") was established and has jurisdiction over the Successor Agency, including all other successor agencies in Monterey County. The Countywide Oversight Board has fiduciary responsibilities to the holders of enforceable obligations and to the taxing entities that benefit from distributions of property tax and other revenues pursuant to Section 34188 of the Dissolution Law.
Section 34177(m), 34177(o), and 34179 provide that each Recognized Obligation Payment Schedule (ROPS) is submitted to, reviewed by, and approved by the Successor Agency and then reviewed and approved by the the Monterey County Countywide Oversight Board with final review and approval by the State Department of Finance.
