Objective Design and Development Standards (ODDS) provide a measure of clarity and predictability for potential housing developers, and provide the community with assurance that developments will conform with measurable objective standards. Several current and future State housing laws are intended to limit jurisdiction’s discretion related to the approval or denial of multi-family housing. Design review is allowed with these state laws; however, only Objective Design and Development Standards may be used.

On December 14, 2023, the consultant group Crandall Arambula presented their initial approach to the ODDS to the City’s Design Review Committee. This presentation included an overview of ODDS, an assessment of  existing conditions, and an outline for next steps. During this meeting a questionnaire was provided to committee members in order to obtain feedback on the preferred community vernacular design. The information obtained from committee members during the December meeting was incorporated into a draft ODDS proposed to apply to new mixed use and multi-family residential developments within the West End District of Sand City.

On May 21, 2024, the City Council adopted the ODDS. To view the ODDS, click the document linked below.
