The City of Sand City is updating its General Plan in accordance with California State law, which requires plans to be reviewed and updated every 15 to 20 years. The current General Plan was adopted in 2002 and covers the period through 2017.
The General Plan is the City’s primary policy document, guiding land use, development, and long-term decision-making while shaping the quality of life for residents and businesses. The 2050 update will establish a long-term vision for the community, addressing key topics such as land use, housing, mobility, economic development, and environmental sustainability.
This webpage will serve as the central hub for project updates, upcoming workshops and public hearings, and access to draft documents throughout the process. Check back regularly for the latest information.

Shape the Future—Take the Guiding Principles Survey
The Sand City 2050 General Plan Update builds upon recent planning efforts, including the Vibrancy Plan (2019), Sustainable Transportation Plan (2021), West End Parking Plan (2023), and the 6th Cycle Housing Element (2024). The following draft Guiding Principles reflect priorities identified through these plans and previous community input, and will help guide the City’s long-term vision, policies, and future growth. The City is seeking public feedback to help refine and strengthen these draft Guiding Principles as part of the 2050 General Plan Update process.
