ROLE OF THE CITY COUNCIL
The City Council is the legislative and policy making branch of Sand City. It is directly elected by the registered voters of Sand City. As the legislative body, the Council enacts the laws which govern the many activities of the City. The Council receives recommendations on proposed actions from the City Manager, department heads, various committees, and the general public. At each City Council meeting, comments from citizens and organizations are heard and considered.
The Council is composed of five members elected at large to staggered terms. The Mayoral term lasts for two years and the Councilmember terms last for four years. The Council chooses one of its members as Vice-Mayor, who presides at the Council meetings in the absence of the Mayor. The Council appoints the City Manager, City Attorney, and members of advisory committees.Â

Mary Ann Carbone

Mary Ann Carbone was born in Monterey, California and grew up in Seaside with her parents and 12 siblings. The family home was surrounded by oaks, eucalyptus, pine trees, and tulles with Roberts Lake in her backyard. That location now is better known now as Laguna Grande Park. She attended Seaside Elementary School, Fremont Jr High and Cypress High School and pursued a continued education in the medical field, and obtained a degree in pharmacy, then joined the Laborers International Union of North America (LIUNA #297). She worked in the commercial construction trades until her retirement in 2009. Mary Ann has three daughters.
In 1991, Mayor Carbone was appointed to the Sand City Council and served as Vice Mayor, and then as Mayor for the past seven years. Â She is the first Indigenous woman Mayor in Sand City.
Mayor Carbone has served on many city and regional agencies, boards and committees: the Sand City Budget Committee, the Sand City West End Committee, the Sand City Parks and Open Space Committee, Monterey Salinas Transit Agency, Monterey County Mosquito Abatement District, Association of Monterey Bay Area of Governments, Monterey County Mayors Association, Monterey Bay Air Resources Agency, Monterey One Water, Community Human Services, Central Coast Community Energy Policy advisor, the Superior Court Elimination of Bias Committee, the Calif League of Cities Regional Past President Monterey Bay Division, National League of Cities Local Indigenous Caucus Board Officer, and the Monterey County Airport Land Use Commission.
In her spare time, she advocates and addresses social issues including racism, social justice, missing murdered indigenous people, and sex trafficking and work in the underserved communities.  She also educates through speaking engagements in the schools during Native American month, quarterly outreach programs for needy native families through TANF – an organization which provides backpacks for children and encourages reading programs, native linguistics. Mayor Carbone also continues to mentor and encourage indigenous youth to remember their heritage and culture through summer culture camps and dance programs to enable them to carry on those teachings to the next generation.Â
