The Finance Department provides financial leadership, oversight, and reporting to support informed decision-making by the City Council, City Manager, and City staff. The department is committed to safeguarding the City’s assets, maintaining sound financial practices, and supporting the City’s operational and economic goals.

The department is responsible for the administration and oversight of the City’s financial operations, including accounting, budgeting, purchasing, payroll, revenue management, and financial reporting. All financial activities are conducted in accordance with Generally Accepted Accounting Principles (GAAP) and applicable laws, policies, and regulations.

Key responsibilities of the Finance Department include:

  • Managing the City’s accounting functions, including the accurate and timely recording of revenues, expenditures, and other financial transactions;
  • Coordinating the annual budget process, monitoring budget compliance, and developing financial and budget reports;
  • Administering purchasing functions, including the processing of purchase orders and maintenance of purchasing policies and procedures;
  • Processing payroll, payroll tax reporting, and administration of employee benefit-related financial activities;
  • Receiving, recording, and reconciling City revenues and cash receipts;
  • Managing banking relationships, bank reconciliations, and the prudent investment of excess funds;
  • Providing financial analysis, statistical reporting, and cost projections to support operational and strategic planning;
  • Coordinating with HDL for business license administration, including business account maintenance, payment auditing, and annual renewal processing; and
  • Serving as the primary liaison for financial, compliance, and grant-related audits.

The Finance Department plays a critical role in ensuring fiscal accountability, transparency, and long-term financial stability for the City.
