Budget and Personnel Committee
The Personnel and Budget Committee is composed of two councilmembers and addresses the City Budget and certain limited policy issues. This committee makes recommendations to the City Council. To carry out its responsibilities, the Budget and Personnel Committee has the following primary roles:
- Work with appropriate City staff and financial advisors, develops recommendations on budget and financial issues for consideration by the full City Council;
- Work with appropriate City staff and financial advisors, reviews the annual fiscal City budget and budget amendments, for consideration by the City Council;
- Reviews and considers the annual audit reports on City operations, then develops comments and/or recommendation for Council consideration; and
- Serves as a “sounding board” on budget, financial and business issues for the City Manager and Finance Manager.

Public Safety/Public Works Committee
The Public Safety/Public Works Committee is an advisory committee created by the City Council to advise one public safety functions. The Public Safety Committee consists of two Councilmembers, along with appropriate staff advisors. Other department heads and staff assist with the Public Safety Committee as appropriate and necessary.

Design Review Committee
The City Council established the Design Review Committee (DRC) in the mid-1980s in response to the adoption of the Local Coastal Program which called for a better review of new development design in terms of minimizing impacts on the natural environment and improving the aesthetic qualities of the urban living environment. The DRC is formally established as part of the City’s Zoning Ordinance and is incorporated into the Municipal Code. The DRC currently includes design professionals specializing in the architecture and landscape design. The Planning Manager advises and assists with the DRC as appropriate and necessary.

Art Committee
The Art Committee was created by the Sand City City Council in 1985 to assist in the organization and maintenance of a community arts program. The Art Committee is comprised of five members appointed by the Mayor and ratified by the City Council. The committee members are required to be selected from the City’s art community. The City Manager, or designee, serves as an advisor to the Committee and the Public Works Manager assists the Art Committee in activities.
The Art Committee’s functions include promoting and enhancing art programs and interest in the City, developing recommendations for and advising the City Council on artistic matters in Sand City, coordinating art activities, programs, and exhibits , and soliciting support and contributions for Sand City art programs.
