TRANSPARENCY & AB 481 Reporting

Transparency

Transparency in policing is the practice of law enforcement agencies making information, policies, and data openly accessible to the public. It is a key element of modern police reform efforts, aimed at increasing accountability, building public trust, and improving community-police relations.

AB 481 REPORTING

AB 481 requires California law enforcement agencies to get approval from their governing body to acquire, fund, or use “military equipment,” defined by the bill, and mandates the creation of a Military Equipment Use Policy. This policy must be approved by the governing body through a public process, and agencies must also submit annual public reports detailing costs, complaints, violations, and the quantity of equipment. Agencies must hold community engagement meetings to discuss the annual report and any military equipment concerns.
